D16.3 Identification and Recommendation for European Non-Technical Barriers

This document presents the NON-Technical Barriers at the EU Level identified by the project partners and HLU leaders. The main criterion for barriers identification was the potential impact towards the successful implementation, deployment and exploitation of CROSSBOW (CROSS BOrder management of variable renewable energies and storage units enabling a transnational Wholesale market) integrated solutions and results. For each identified barrier a detailed analysis was performed, including recommendations and conclusions to overcome and mitigate the identified barriers.
